Your local government pumps the water from the dam or water resource and routes it towards the respective civic bodies from the water treatement plant. Your housing society usually has a reservoir at the ground level, from where it is pumped on to the top floor reservoir. And then you get water in your taps. The less the water you use, the lesser is use of pump. Which means conservation of energy.
