Mr. Babu on why Ganga Action Plan (1985) was initiated.

Ganga has religious values and lots of sentiments are attached to it. During that time (1985) the Central Pollution Control Board had completed a survey on state of river pollution, at least on Ganga. Their survey stated that pollution level (at that time) was very high and sewage was the major culprit.
The infrastructure during that time was very less (as compared to today). It didn’t treat sewage properly. Because of which Rajeev Gandhi wanted to initiate the work from Ganga and upscale it to other rivers.
